Haxor!
1. Equip your care package marker.
2. Find something you can climb over, a car,box,railing, whatever.
3. Press A to climb over, and once you're climbing double tap right on the d pad fast.
4. Make sure you leave a split second between pressing A and double tapping right on the dpad, this way seems to work better.
5. When done you should have your care package marker in your hand.
6. Throw your marker and wait for you package to be dropped.
7. Once dropped, retrieve your package and use it.
8. Once used you should see that your care package marker has appeared again.

I think U_T_B means when you have it in your hand, when you climb something your gun automatically gets pulled out, soon as you see the Ammo HUD thing in the bottom right, press right on the D-Pad to pull out the care package, that's how I do it.
Also it helps if the thing you're climbing is something big like a crate, the smaller it is like a small low wall, the harder it is to do. And if its something like the wall with mounted machine gun, like on Karachi, that you can climb over and not up, it's even easier.

On another note, be careful with really bad connections. I was showing this glitch to someone from another forum I'm on and he had a hell of time doing it because he had such a shitty connection.

No, you do everything normal but people are saying to press the dpad twice...you only need to once.
