Hi Guys I found an after Patch will work to for secondarys

1.Select a gun with the Proficiency you want
2.Go to elite.callofduty.com(or elite app) and change the gun you wanna glitch
3.Go back to mw3 multiplayer and go fast as you can to your class go on the gun hold over proficency
4.Accept The elite message and select the proficency
you dont need the part with splitscreen and join someone but this will give you 2-3 seconds more before the elite message popup
It sounds better than it is to have great connection. I normally get host and end up in non stop lag because of it. Whats the best way to slow down your connection ? Would that help at all...

Just tested 5mins ago.
When you start a game and choose a class, it shows your perks on the right side of your screen, AND your proficiency. When you have damage on every weapon which is not a shotgun, you will have no proficiency. Test it yourself.
EDIT : I tested with damage on secondary, it seems to work.
P99 = 2 bullets
.44 Magnum = 2 bullets
MP412 = 2 bullets

Could you run some more accurate tests as if it actually works in game. The Magnum/MP412 are both 2 shot kills already and should be a 1 shot kill with damage if I'm not mistaken ( according to there damage multipliers ) which would mean it doesn't actually work on the gun. The P99 makes me question it though. I can't get it to work and don't wont to keep wasting my time trying if it doesn't. Maybe the speed profieciency would help tell a little better if it actually works ?
