Well like I said in earlier posts, it appears that TimeWarner is uncapping any connections to the speed test servers. So pretty much they're making it look like you get really high speeds, but for anything other than the speed tests your download speed is still capped at whatever level you're paying for (in my case 15Mbps).

Prepare to see the worst internet connection speed. But it isn't that worse Happy.

This how my connection looks like the closest to my location.

The customer service sucks for my ISP.

My global rank = 51% faster than connections (Hmmm. Not bad)
My country rank = 32% faster than connections

Yeah I got time warner, my tests come up good sometimes but usually its not close to what it seems.
