Well the speed test at speedtest.net doesn't mean anything since it seems like most ISPs are cheating on them. If you're paying $40 you probably have Cox's 5Mbps down and 2Mbps up plan. Mine is faster since it's 15Mbps and 2Mbps, but Cox has "PowerBoost" which will temporarily boost your connection speed if bandwidth is available. It only boosts it up to twice as fast though, so you could only download at 10Mbps. They do have a 15Mbps plan though if you pay more per month.

This is ONLY a test of the download speed from the download server to your computer. It isn't a measure of your actual max download speed. Plus other factors such as your local network speed (usually only if using wireless) can affect it. What I suggest doing is installing You must login or register to view this content. then find a large file to download (maybe a CD or something) and letting it download with 12 or so concurrent connections. It should download at your max internet speed. I do this on my 15Mbps connection and max it out while downloading. I can download a 700MB CD in about 6 minutes.
