I want to know cause there is this asain lady that walks up and down the train cars selling pirated movies when I'm going home from school and shes annoying as ****, gets in my face and everything.

Considering pirating movies is illegal I want to know if one day I can just take her down and arrest her?

The person being arrested has to be witnessed committing a felony for it to be legal and you are held with strict liability for doing so.

Well, I think you need to be at least 18 to do that. Or just report her to the authorities.

Well can't really report her since shes walking up and down the cars, the only way would be if I stopped her by arresting her.
