Some guy tried to sell the Ritz Hotel for £250 million when it's in excess of £600 million. The guy was a fraudster, and didn't have anything to do with the Ritz. You steal, you get a slap on the wrist. The whole system needs changing. Did you know that in prisons in England they get video games, LCD TV's, gym equipment and other things for being a criminal? Bring back the death penalty in Britain for child killers. Build more, bigger prisons. That's what I think. So to answer you question, it's partly the parents fault and partly societies fault.
So, basically you're saying that we should scare people into being good? Prison should be a good place, where people can be thought to be good and learn social skills, not something they should piss their pants when they think about, but a good place while still being a place one doesn't want to go.
On topic; it's mostly about primary socialization in homes, by parents and family, but of course you can't blame your parents for everything bad a teenager do.
Oh, and do you really think it's easy to go on living when you have the whole life in front of you, and you KILL someone and are responsible for their death? I know I wouldn't have been able to do it.
