Need more info, what drug? you also need money to finance the whole operation. Firstly you need to assemble a crew to get some cash, i suggest the following things to try,
burglary, jewellery theft or maybe a credit card scam. See how that goes first. if that goes well its time to invest your new found wealth in a building of where your daily "business" will take place, you then got to think about production of the product and of course dispatching the product.
