I would have someone else as the figurehead of the cartel, and have him made out to be the drug lord, with only him knowing the real drug lord me. I would then hire ex-russian spetsnaz to be bodyguards for him, and take orders from him which I can override so in case he gets to cocky and tries to go behind my back they can put a bullet in him for me. The bodyguards would also know who I am of course, as ex spetsnaz would never give up anything to the police.
