It depends on the situation. Obviously in a situation where many lives are at risk and it's extremely likely that the person has viable information, then yes. But if you're just trying to get a confession out of him... well, let's just say that they could get you to confess to robbing a bank in a few hours (maybe not even). Being tortured will create false confessions and nothing more.
Then arises the problem of who decides when torture should be used and the many times it will be used when it shouldn't have. I think torture should only be used on non US citizens who aren't willing to give information on something that threatens the nations safety, e.g. terrorism. The 8th amendment rules out cruel and unusual punishment anyways and no chance BOR is being changed soooooooooooooooooo no torture on US citizens anytime s00n.
