i would have questioned that with them then as must have been a fault with connection / equipment. Virgin runs FTTP so if you can get it, you shouldn't see anywhere near that amount of speed loss. im on 120mb/s but regularly get a bit more. Problem with virgin though is their upload speeds suck.
