Yes! I've finally done it, 2010 account.
Tutorial:
Must have - Google Chrome and one valid email adress.
Step 1: Type in the Google Chrome adress bar:
You must login or register to view this content. and register your account with these settings:
Age: Over 18
Country: Japan
Step 2: Sign up for PSN in Japan using your valid email adress. Use Google Chrome to translate the pages from Japanese to English by right-clicking and going to 'translate to english.'
Step 3: Once you have completed the sign up process on the website, go on to your Playstation and register an account with these settings:
Age: 0(Todays date, 2010)(The format is YYY/MM/DD in Japan)
Nation: Japan
And press the furthest right button at the bottom of the page. (Where continue used to be.)
On the next page, scroll down to the bottom of the page and press the button on the right.
On the third page, enter the account details of your over 18 Japanese account. (Email on top and password underneath.)
Step 4: Go back to your computer, log in to the email account and check the inbox. You will have an e-mail from PSN regarding the child account. This will be in japanese and you cannot translate the page with google chrome so go to:
You must login or register to view this content. and type it in. (You don't need to do this, you can just click the link closest to the top of the email to take you to the PSN sign up page.
Step 5: Enter the nine digit alphanumeric confirmation code you recieved in the email, follow the instructions and translate pages by right clicking and pressing translate on google chrome.
Step 6: IMPORTANT. near the end of the online sign-up process you will need to set the monthly spending limit of the child account, on that same page you need to allow chat.
Step 7: Go back to your PS3, click register to PSN > Register with an already existing account and log in with the child account.
