> After taking what you want from the chest, find Ahkari. (merchant camping just outside dawnstar) and save game.
> Now Kill Ahkari and reload your savedata (dont save after killing him!)
> Look at Ahkari's shop...it will be refreshed.
> Run to your refreshed chest, get new loot.

Repeat.

just found this on another site:

After you loot it.

1. Wait 48 hours
2. Go browse Ahkir wares ( khijit trader outside of Downstars )
3. Go back and loot chest

Repeat step 1 to 3
