Update: Worked!
To replace the values keep track of the length between the turbo values and HP multiplier (
28 00 00 64) For the first set, length must be 14B, starting from the offset E980/70 locate the
28 that belongs to the HP multiplier and go upwards till you reach the 14B length (ex offset E830/20). Now replace the next 01 value for
09. Repeat the steps for the length A8 (ex offset E8D0/E0) now replacing 09 D1 for
78 90. Now for the last set, length is 27 (ex offset E960/50) replace 00 00 00 to
12 34 56.
This also worked to make a NA engine, just swap the values to do it. All credit goes to Kevin.
Yup, but don't change them exactly to '78 90' and '12 34 56'. I just used those values as an example.
You need to change them to values obtained from the turbo car you want to get the turbo from.

2. Copy the save file and open in HxD.
3. Find the HP Multiplier.
4. Highlight '28' and move your mouse up until the 'length' at the bottom of HxD is at '14B'.
5. The value right before the highlighted part is the one you want.
6. Write it down or copy it to notepad or something.
7. Do the same for length 'A8' and write down the four values right before the highlighted part.
8. Do the same for length '27' and write down the three values right before the highlighted part.
9. Get into the car which you want to install the turbo on.
10. Copy the save file and pen in HxD.
11. Find the HP Multiplier.
12. Highlight '28' and move your mouse up until the 'length' at the bottom of HxD is at '14B'.
13. Replace the value right before the highlighted part with the one you got from the turbo car.
14. Do the same with length 'A8' and '27'.
15. Easy as pie.
