I ordered a 3.55, but sadly the disc drives doesn't work. How can I download + install games on my CFW?

You will be just as fine without the disc drive. Its just the disc drive is for better use of game compatibility and GOTY Edition games. U need to use/install the latest multiMan to install/play games without the disc drive. To download+install games you need to use a torrent site to download the game you want and to install it you need a external hard drive or a lot of space in the internal hard drive. First go to the root of external or internal hard drive and create a folder that says GAMES or GAMEZ then put the game you want in that folder then your done! To play the game simply choose the game you want to play and it will take you back to the XMB after that you will see your game pop up were the PS3/app_home folder use to be.

Do you need to install the game that corresponds with my region? For example, my Black Ops 2 is BLUS 31011, would I need to download that version?

No the PS3 is region free but if u want dlc for the game you will need the dlc pkg flies that corresponds with the region of the game you have. For example you can have GTA V BLES01807 but if you wanted the collectors edition you will need to install collectors edition BLES01807 instead of collectors edition BLUS31156.
