They don't. Cause IP's are always changing and new ones are being assigned. Unless you have a static IP, then after router reboot you IP will change as its dynamic. Your ISP can block it of course or it could just be a ban off the site or error.
With all do respect dont talk about something you clearly dont understand. Having a dynamic ip doesnt mean it will change upon reboot. Everyones ip is dynamic unless you buy a static plan. The ip is assigned from a menory block which generates a range, that range then randomizes which gives you 2 types of an internet protocol addresses, Private and public. Your private and public are then assigned to the ipv4/6. Sony does ip ban but mr uncertifed network specialest thinks he knows all. I have been ip banned by sony which when you call they ask you to vist a psn site and if you throw an error like in my gif you were ip ban.
ISPs use a dynamic assignment to auto generate an ip when setting up the router. They only true way to obtain a new ip is calling and having them assign a new one or changing the mac which in most cases now a days isnt possible due ISPs mac locking your devices.
