EDIT: So now we're working on some stuff, trying to basically get the tools to work for Homebrew Applications. Links to the tools we're using will be below if you wanna help.

It includes the compiled PS3tools (Tools for signing and editing the .PUP files), the PS3 signing keys and PSL1GHT (PS3 Source Development Kit used for compiling homebrew applications. NOTE: The other applications that PSL1GHT depends on will NOT be included in the .zip, but I'll provide the download links for them as well)

Was gonna get the PSL1GHT SDK and try it but I can't emulate Linux and I can't get the Sony SDK because I'm capped and can barely download small files...

Well ZoneTw0, if you aren't up for it, im going to try ps3 sdk to unpack the pkg and then repack and sign with fail0verflow's tools, hopefully it works

I was gonna try this but you need to know how to get the PS3 Keys into fail0verflow's toolkit and I can't do that on windows

maybe you just have to put them in the same folder

According to the Readme, you gotta copy them to the ~/.ps3/ directory
