i can confirm this save works, i tried it on another account and it works perfectly...below are photos i took just now to show that theres no emblems collected, 9,999,999 skills points, no campaigns done, agent hunt and mercenaries not done...so its a blank save with max skill points just like the OP said...great upload and thank you
