I don't have Game Genie but here's what I did:
1.Using Bruteforce, opened the BLES01711-SAVE1-north america (having removed the north america part first of course.)
2. Decryted the .sfo and PAYLOAD then renamed the file to BLUS30943, right clicked on the file and chose "change region", then rebuild everything and getting it resigned to my PSN ID.
3. Here was my problem; the file wasn't corrupted but when I went to load it, it didn't show up in game.
4. So I took a fresh version of the BLES01711-SAVE1-north america save from the downloaded zip file and put it into Xploder, followed by the BLUS30943 file I made in Bruteforce as my template for resigning. I dragged the BLES file over top the BLUS file to resign and gave it a shot. It worked! The game was able to use the file.
I'm sure pro modders are looking at this shaking thier heads but it worked for me. I hope this helps but without Xploder, I don't know what else to tell you...

I didn't need to unlock the save. Also, when I Rebuilt the save I'm pretty sure it asked me if I wanted to resign using my template .SFO which I did even though it probably wasn't necessary. Otherwise, yes that sounds right. Then I ran it through Xploder.
