I've been redoing that for about 3-4 hours and ive only managed to find Sarah Bell i've been to the town multiple times she's just never there :O
Seems not only is the part your trying to get completly random its even more random to find the character your looking for

this might help for survivors.

Chars:
Holly Gaines - Random between Fontana and Barksdale in a restaurant. If there are NO walkers in the restaurant you are at the right place. Holly is in the house on the left.

Shelley Berger - Random between Barksdale and Sherwood. You will meet her on the way when you are asked to search the neighborhood for ressources, Shelley is in the second house on the right thats blocked by a wooden fence. You can only break the fence by shooting the walkers,that will cause them to break the fence! You need firearms to proceed!

Gloria Garcia - Random also between Barksdale and Sherwood. Shes on top of a train asking for help. You have to protect her from the walkers for a couple of minutes to make her follow you!
