A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

Something intresting i found, after i decided to research this abit, a guy posted this on another forum, in the Second MW2 Trailer [Before the game came out] If you stop the video at 1:00 it shows the emblem, after the guy kills him.
Another guess that i have, is when you wear the NON SPINNING emblem, for a certain amount of time, or complete a challenge while wearing it might just do the trick, becouse their exactly the same, exept the other one spins, so mabey you need to "activate" the spinning.

okay the only reason why this guy has the emblem is because this is before the game came out and they're all IW people i believe. i dunno if they're ALL IW people but, i do know this is pre-game release video. as you can see in other ones, they're wearing prestige titles and lvl.10 (or whatever) non-prestiged.

I've been researching up how to get this, and i must say, its really pissing me off now. im sure most will agree.
heres what i know so far.
FourZeroTwo, has confirmed that NO ONE has the emblem LEGIT (without hacking it on PC or Xbox)

now, a hacker managed to find out by browsing through the files, that it is in fact Ak-47 Marksmen IV Challenge.
Heres what i think, there are THREE Explanations to this.
Theory 1) Its Practically impossible to obtain it (Call in 10,000 Nukes or something) and its just there to get people playing and to create mass rumours and this is very good for a company.
Theory 2) They knew that MW2 would be hacked to bits, so they called this 'Challenge' Ak-47 marksmen IV, and actually the file has nothing to do with that, and they KNEW people would find it, so there for it puts people off.
Theory 3) Something ridiculously specific, like HS every single Teddy bear in the game. or anything else Very Specific.

I mean, the tag refers to AK-47_M4 or something which supposed to mean Marksmen 4, but what if they programmed it, so that its not anything to do with Ak-47, i mean they did make the game, im sure they can twist some challenges around, which would be smart, im sure if they where putting in a Godlike Emblem they would shield it from hackers
