A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

right, we will stinger boost somehow. and ak47 boost as well. it could be the ak47 and all prestige challenges and all that. who knows man, i just know i will be playing domination and all that to get my kills up with guns. and the dude that has 12 ps3's lives in my state, i'm gunna see if he lives near houston, i'm pretty sure he'd be more willing to boost seeing as i live near houston. hopefully he lets me man. he gets like 10,000+ kills a game. it's amazing dude. so hopefully i can get in there somehow. if i do i'm boosting my LMG's then assault rifles or sub machine guns. snipers would be a little difficult but i could possibly do it after all my stuff, but if i finish all my stuff, then i will probably work on secondarys like pistols or machine pistols. so i'm really hoping i get in one of his rooms. btw my bday is this saturday! May 1st woohoo

oh ok good. i only mastered the m4 which i always use. im not using it anymore since im trying to get others complete. sweet, i wish there was someone like that around here lol. ah bday boy lol im still 18 till october.

lol yea aint it true, lol. 2 years away from getting as much booze as u want but will be already out of college lol. thanks man that would be cool, if not its all good. sucks that there wont be cage matches but might possibly be back.

Haha, im turing 21 in july, also ant if you want masteries and you dont care about your kd ratio than you can headshot with me until cage matches are gone, im going for golden titles with the rpd and the aug, so as im doing that u can get your masteries for some guns, hit me up if your interested.

nice and yea dude lets get to it, lol. im going for masteries for my fave guns. anyways im down for it tho. i should move my ps3 to my room now because my dad or mother might want to watch their precious shows they dvr'd. i will be in college the whole day wednesday so thursday ill probably go all out cage match after cage match. tomorrow might be good for me too.

i heard you get 1000 kills with nuke, killing your teammates doesn't count
