A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

ha yea, i sent a text to the first person to do it to me. they had the balls to reply back saying something thinking hes cute. the second didnt say anything.

yes sir! i will let you know, i'm swamped with studies though, if not thursday afternoon, (the day the week ends for me) then definitely friday man. and yea dark was i hosting the boost or was it just with other people who are my friends that put a lobby up? they're fun no doubt and you will always be invited man. once i'm able to lock lobbies, i can maybe do a demo killstreak or domination flag capture. i dunno. but anyways, people that are always invited to my rooms that i know will join are: itzbigant, gothik, dark (you), nuclear treefrog, twistofzpepper, fribbel or itz tragiic (whichever one he's on), and a couple others i can't name right off the top of my head. but anyways, i've boosted with these guys quite a number of times and they're all great to boost with. no one effs around, as alex dexter mw2 does all the effing time. i swear, matter of fact, i'm deleting a lot of ppl when i get back on, ones i don't boost with and/or don't trust anymore due to in-game sh*t that i've gotten fed up with. thanks for making me realize. the funny thing is, i get friend requests asking why i deleted them. this is where the block button comes in handy for me. i'm like you really want me to track back and name all the times you effed up my lobby? lol. i know some people mess up but damn, some just do it too often for me. just saying. but anyways, i know i'm rambling, but i will be doing FFA boost when i get back on yes. so get ready man. all i'm gunna need you guys to do is if you have any killstreaks that are open to whatever you want, put a chopper in there cos everyone needs stinger stuff. this is what i'm equipping whenever we boost next for everyone who needs stinger: attack heli. pavelow, and chopper gunner. so get ready.

Yeah that guy nucleartreefrog was pretty awesome too i have him on my friend list. Ok ill be ready the only challenges left is to get kills by calling in helicopters and stealth bombers and to call in 1000 helicopters as for the stinger i only have 175 airstrike shot downs with the stinger
