They might. But isn't it more likely that this is a Demonstration PS3? The same one they have on display at Best Buy/Gamestop? For instance, if you go to the settings menu on those, there's an option for installing package files. It's more than likely a debug console, however, since the Install option is under the Game menu.

2 years ago I saw a PS3 in Gamestop with the Install Package Files option. Obviously it wasn't CFW.

Just to let you know that a debug PS3 which means it can install packages the only reason CFW can do it because it a sony feature in debugs.
