This definitely wasn't advertised as part of the Welcome Back program and I know the US haven't gotten this game on their store.

Looks like my download list has stuff out of order and even things I don't remember buying.

My Japanese account signs into PSN, but the store isn't working. I am not getting any error number on the screen which makes me think the store is still offline. My Hong Kong account won't sign in at all, still getting the maintenance message.

My USA account got into the Store but when I tried to redeem a $20 code, I got an error.

australian store is up.... but very hit & miss, keeps getting the server timed out error, did get in long enough to start downloading burnout paradise, but as soon as that started server error again and havnt been able to get back in for the last 5 minutes

Keeps happening to me too. I'm hoping through the day, as it's only 9am, it will get better. I was able to at least start my LBP1 download from it and Infamous 2 demo from the US store.

4:30pm here, just hoping i can get in and get the ps+ stuff this arvo as i'm going on holidays in a couple of days.

PS Store is up in Australia, but I'm getting a lot of errors. It's 6:30pm so hopefully by 9pm it'll be working.`
