i actually had the same problem for awhile and fixed it today..... if it doesn't read bd movies or games but still reads regular dvds then take a qtip and dampen it with some rubbing alcohol and clean the lens in a circular motion, then dry with the dry end of the qtip in circular motions, and it should work.

atleast try it before paying to have it fixed, i bought a new bluray drive first then tryed it. well i have an extra drive just in case lol

You can fix this very easy and cheaper than sending it to sony.
By the sounds of it your laser has failed which is not too bad as long as your logic board works ok which is easy enough to figure out.
Take the top off your ps3 and the metal case around the disc drive put it back in like you are putting it back together but without the case on the drive so you can see the spindle.
Turn on the ps3 and insert a disc a failed laser will spin the disc and stop this will happen a few times like its struggling to get to speed this is a dead/failed laser.
Sometimes the ps3 can read cds/dvds but not blu-ray with a failed laser this is normally the drives with a duel laser but either way to run ps3 games you will need to replace it.
When I replace lasers I only buy the laser sometimes they have an anti static point which needs desoldering before assembly and the drive needs taking apart.
To me I can do this in 20 mins from broke ps3 to working ps3 because I have done a quite a few but for you if you have never done this I would suggest to pay the bit extra and get a fully assembled drive ready to put in without opening it look on ebay they are about 50 uk pounds.
Another thing that is vital is you get the correct drive some logic boards are on the outside some are on the inside you need the same as yours or your ribbon will not fit also open your old drive and under the laser or on the side their will be a sticker which tells you your laser type kem.

mine did the exact same thing, it would spin and then stop a few times...but would play regular dvds fine.. so i just cleaned the lens with a qtip and some rubbing alcohol... and it read the discs really fast like it was brand new....
so just saying, it doesnt necessarilly mean its a failed/broken drive.. it just may need cleaning
