If you are having issues feel free to try a few of my saves. It was a while ago I made these but I believe I tested them on a dummy account at the time.

I'm sorry, I figured it out. The game is pretty janky and when the seagull in the marked spot is covered by water, it disappears

Do you mean re-region? You can resign, which is changing it from one account to another. But to re-reregion, which is changing the CUSA from the save's CUSA to another CUSA, you would need Advanced Mode. There can be no Advanced Mode without Quick Mode cheats for that same file that you're trying to re-region. I didn't think there would be, but I just looked it up and I don't see Sea of Solitude listed as having Quick Mode cheats for anything. So no Advanced Mode either, and hence no changing the CUSA.
It is a pretty quick platinum though. You could do it in an afternoon, and it's worth it if you like this sort of game.
Anyway, I'm linking to a general FAQ below that covers this. Welcome to the forums by the way.
