IF DOESNT WORK TRY NOT RENAMING THE FILE

Here's the fool proof method to sort this
1) Go to the computer/laptop that you will run PS3 proxy on
2) On that computer/laptop go Start-->Run-->Type cmd-->Type ipconfig
3) Take the IP of the first line (the one that says IP address :p) and type it into PS3.proxy
4) Go to the PS3 and setup your internet connection. Select "Use" on the proxy server page and type in the IP you used on PS3.proxy and the port as 8080
5) Go to PS3.proxy, select "PS3 mode" and hit start

Go to start, Run and type in CMD, Then put Ipconfig
get the Ip next to IPV4

Use that and it should work

Well in that case, PS3.proxy thinks it's already running so to be sure it's not, you should restart your system.

It could be a problem with Microsoft NET framework 1.1, so you might need to install/reinstall that
