You'll find that unless you upgrade to Fibre Optics, no provider will be able to change your connection status.
Sky, TalkTalk & Plusnet (as well as around 3000 smaller companies) all use BT's equipment. Therefore, if BT's equipment is not up to the job, then NO provider will be able to give you a good service.

Just one problem. You are making bold statements without knowing anything about the internet. Firstly, as said above, if you have a BT landline (which you will have because TalkTalk do not have our own equipment and we rent BT's), which means they are responsible for any QoS (Quality of Service) issues you experience.
Secondly, if you are miles away from your nearest exchange, then such a speed is more than likely the maximum that is obtainable on your line. Again, upgrading to Fibre Optics would be your only solution as all other providers (except Virgin) use BT's equipment.
