Firstly. You CAN Decrypt it but you CAN'T Encrypt it.
It uses a type of protection called RSA. With this there's two keys. A Public Key and a Private Key. The Public Key is what the game uses to decrypt the .ff files, the Private Key is what Treyarch uses to Encrypt the .ff files. ONLY Treyarch has the Private Key.
Oh, and NOBODY has decrypted the .ff yet. I can tell you that now...

If The Unkn0wns right, then the some ways to encrypt the patch, could be: if the private key is leaked, if someone finds an exploit which spoofs the private key, cracks/brute forces the private key or if someone finds an exploit on how the PS3 reads public key encrypted patches, which would not just affect the Black Ops patch, but also will affect other patches.
