Well this is my Theory.
Requirements:
2 Controllers
Level 1 account w/ no games played
Friends
5 hours of time
Patience

Trick:
It all depends on the time zone. I live in California. So all those people that lives in California, must do this @ 4p.m or before and stop @5 pm. I don't know about other time zones, but I'll make a chart for time zones when to start & when to end.

Steps:
Step 1: Go to Multiplayer
Step 2: Go to player match
Step 3: Press O
Step 4: Lan Party
Step 5: Create mode (Nuketown, S&, Unlimited time/lives, No killcam, 1 round.)
Step 6: Highlight start game & press Triangle
Step 7: Look for a friend that's in a game & press square.(Press O 3 times. It should bring you back to Lan party)
Step 8: Connect your second Ps3 controller.
Step 9: Create match (It should be @nuketown and there should be a star right next to S&)
Step 10: Start game (Make sure you are the bomber & if you are not, back out & start the game again)
Step 11: Level up to 50 w/ 0 xp left.
Step 12: Prestige & do not start any online matches
Step 13: Go back to Lan & do the glitch 1 more time.
Step 14: Just reach to level 14.
Step 15: Stay in game & wait for 4 hours then end the game.
Step 16: Play an online match & back out.
Step 17: Quit game.
Step 18: Switch accs & log back in.
Step 19: Go on BO.
Step 20: +Rep if I helped.

It still works. I'm Prestige 12 atm

it has to be no games played? if so isnt it pretty hard to not accidentally join your friends session when its not full

So what you're saying is, you can repeat the other steps before going to step 13? so I could go from like, 1 to 5 in one sitting?

you leave the system in the LAN match, @ nuketown? or at the menu?

so youve made it successfully stick? even after you turn your ps3 off?

@ filipinoboy925, Does it have to be a brand new account? I've successfully gotten my rank to stick once before when I was 3rd pres. 26 and I got to 4th pres. 10. And it stuck. I have no idea how it worked but it proves that it does work not only on new accounts.

You can play games but you just have to be level 1 @ whatever prestige

Yes you can repeat the steps before going to step 13 & leave your ps3 on Lan match when you're level 14

Naah. You can start @ whatever prestige but make sure its lvl 1 or you'll have to boost / reset ):

It didnt work for me but i left my ps3 on in the game for like 9 hours and im in the eastern time zone i will try again tommarow

I'm in GMT(0), and I keep trying to do it before 12, but i'm unsure if thats the right time to be finishing...?
