I really want iHC patch maker, but my laptop keeps saying .NET Framework error when i try 2 open iHC. I have .NET Framework installed i thought? should i try downloading anuther .NET Framework from somewhere?

You need .NET Framework v4.0, I had this same problem. Once I download 4.0, my problem was solved.. :P
