It's Oscar Wilde. It's basically saying that those who are patriots are those who are vicious i.e. kill for their country without any questions asked. There's not many pacifist patriots.

There's nothing wrong with loving where you live but to what extent? To the extent that you belittle people of other nationalities and believe that you are a truly better country? That's where the racism comes into it. I don't like patriotism. I do like my country and i'd defend it but i'm not a patriot by any means

Yes you're right. It's to do with money, import/export and things around that area. Does that make it a better country? Not really.
