Since alot of people have been posting threads on this i thought i'd make this to save them time waiting for a answer.
What causes this error?
This error code is caused by an incorrect CID.
How do i fix this?
Easiest
Fix 1. Simply change your CID via CCAPI, yes it's that easy (you'll need to do this everytime you load the console)

Fix 2. Download PS3ITA Manager You must login or register to view this content. load it up and goto network settings, then press restore original CID, next you'll need rebug toolbox You must login or register to view this content. open it and scroll right to "Utilities" and then scroll down until you find "Change Active PS3ID" (which i believe is the bottom option) and set your EID to "CEX", close rebug toolbox and try sign in!

If you are banned on ur main cid do my steps but this time go to set new cid on irisman and set a new cid thats not banned and thats it.ur good

I'm sure I'm doing everything right but I still get this error?
