It's impossible..
Maybe something you are using is damaged, whether that be the usb port of your ps3, the hdd of the ps3, the flashmemory of the ps3(99.9% unlikely), the usb flash drive, or your computer and its ability to copy files.
Try another known working usb flash drive (formatted to fat32)
To install an update to a cfw ps3:
1. Download the cfw you want to install
2. Rename the file to "PS3UPDAT.PUP" (no quotes)
3. On the root of a fat32 formatted usb flash drive, create a folder named "PS3"
4. Inside the "PS3" folder, create a folder named "UPDATE"
5. Inside the "PS3" folder, place your "PS3UPDAT.PUP"
folder structure should be:
fat32formattedflashdriveroot/PS3/UPDATE/PS3UPDAT.PUP
6. Install the usb flash drive into the rightmost usb port of the ps3
7. Boot ps3 into recovery (alt. go to XMB, top of second column from the left)
8. Select option "Update System" (select from usb device)
9. Follow prompt and install
If it is still not letting you install updates, and you don't know the software or setting that has caused you to lock up, really you're only option is to reformat or try another known working hdd in hopes that it will reset whatever has caused this.
Before reformatting, go to rebug toolbox/ system information and look at your target type. You will install a (CEX) or (DEX) downgrader based off of that, after reformatting.
To reformat your hdd:
1. Boot ps3 into recovery mode
2. Select option "restore ps3 system"
this will wipe everything, accounts, games, saves, etc
when it is finished you will be brought to a black screen, asking for your last syscall (last cfw installed)
3. Install one of the downgraders below (based on target type you gathered before)
If you install another known working hdd:
1. Install the new hdd into the ps3
2. Boot ps3 into recovery or just turn it on..
3. select option "restore ps3 system" or follow prompt..
This will format the new hdd to the ps3
when it is finished you will be brought to a black screen asking for your last syscall
4. Install one of the downgraders below
