It is stored to the hard disk.

look.. It's in the NAND.. Because when u trying to install a new harddrive into the ps3. It format the harddrive and firmware stay the same... Even without connecting to the network

The update information stored on the PS3 HDD before the installation can be downloaded directly from the playstation forums. Getting that file isn't an issue, but it's also not particularly useful.

It is stored on the hard drive, there is a variable in the nand that must match the variable of the firmware on the hard drive and if its not the same or is corrupt its time for a reinstall of the firmware to your hard drive. I was told this from a buddy that works at sony and is a dev for compiling the firmware, so he knows all about the firmware Smile So who can decrypt the hidden partition on the hard drive? Oh and he already has his ps3 online on 3.50 using a actual programmed jig, hes very stingy with his work and enjoys manipulating sony hes cool for that!!

its not on harddrive if it was then doing a full restore would reset firmware but it doesnt

Take your HDD out and check your firmware. Everyone should know this by now from PSP hacking. Its stored in the Flash00 memory.

PS3 and PSP hacking are two different things however this is one of the points in which it is stored in the system itself like Tacotime is saying just backing up this argument

whats in the nand doesnt ever get updated, all updates go to the hard drive, if you have a ps3 jailbreak you would know the dev_flash is the firmware. So all firmware updates are all stored to the hard drive not the nand only a little bit of that firmware update goes to that nand and thats the variable that matches the firmware on your hard drive.
