No, open the EU save and change the game ID to whatever region you want. EX. US - BLUS30543
Then select your profile and resign. It will automatically make a new folder with the resigned save.
Then just transfer it to your PS3 via USB.

tried doing this but didnt work for me said save is corrupted. dont you need a sfo hex editor to change a a locked foreign region save?
and is 'BLUS30543' just an example or is that the US version save of vanquish?

Yes BLUS30543 is for the US version of Vanquish. Make sure you set up your profile correctly.
