No it didnt that was the DLC as M$ paid Rockstar like 3years before GTA IV came out to get the DLC

like always? Xbox get the Call of Duty mappacks first im glad PS3 + PC get something first for a change.
anyways can't wait for it! ive started to get back into GTA IV recently so i really can't wait for GTA 5!
