A user on GAF posted the following images showing he received the firmware update notification whilst the PSN is down today (click on image to enlarge): The PS3 owner, DailyVacation, was asked to verify his current PlayStation 3 firmware version and he replied:
Still at 3.60. If you select yes, you get the message stating you already have the latest firmware. So it seems they’re activating it for certain locations? I’m gonna put up screenshot in a bit.
Could Sony be starting to finally bring back the PlayStation Network?

the system update servers are different from psn
even on my cfw ps3 i go to system update and it comes up new update has been found 3.60

So all i where trying to say is, i tought the OFW's where also down (not downloadable) if the whole PSN System went offline..
