Ok so let me explain this in a simple way to avoid confusion. What you currently have is your laptop, the enclosure and your Hard Drive Disc (HDD) from the PS3, now the problem is that your PC may not recognize your HDD or USB Port. A driver is kind of like a software to make something readable or usable, kind of like iTunes, If you download a movie from Apple, you need the iTunes Media Player to watch it, essentially this is the same thing,
YOU NEED THE CORRECT DRIVER FOR IT TO BE RECOGNIZABLE. To find the driver, go on the website of the USB SATA enclosure's company/maker. Ex: iPod, iPhone = Apple.com. Search for the correct driver and download it.
Now before doing all of this, unplug everything in the enclosure, cords etc.. And plug it back together and try again. If it does work, make sure to
format the HDD via your laptop using My Computer- Right click on HDD- Format. If all of this fails, which it might, don't panic, I am sure that the problem is with the power source of the HDD enclosure, so just buy a new one.

Ohh and make sure that you put the Hard Drive correctly into the Enclosure.
