OK I write my experience on this
1) Download the file
2)copy a save from my PS3 (wipeout hd) to usb drive
3)create a profile in PS3 resigner 2.0 (load param.sfo from whipeout save, and obtain my PS3 id, from the same param.sfo with a hex editor line 140)
4)load the save downloaded in ps3 resigner 2.0
5)change the region (my PS3 is US) BLUS30543 (the save name still says VANQUISH EU)
6)resign
7)copy to usb trough PS3 reigner button
copy to my PS3 (oficial firmware) and replace the save (previously backuped to my ps plus) my new save name says VANQUISH EU in my PS3
9)start the game, and noticed that all the tactical challenge was cleared, so play the tactical challenge #1 and when finished (after a few try) platinum pop up.

the game has checksum and is difficult. When something new arises, post them here.
With the saves that are available, you get 99% of the game.
The only trophy you will need to make is the challenger. (make only one)
To do all other easy, grab the save number 4, change the difficulty and play the whole game easy !!!!
