I'm gonna have to go with America on this one.

This debate comes down to what country your from, which is pointless really.

A wise man sees both sides of the coin and makes his decision, which is visiting both places and dissecting the good and bad from both of them.

Hahahahaha another internet based moron who thinks he knows what he is talking about. Is that so ? Well actually, I can tell you that Canada was (and still is) part of the Commonwealth. That is, for you seeing as you are no doubt an idiot, the British empire. Thus, my point is proven - modern Canada is built off of Great Britain. Also sorry to say it yanks, but you too were under British rule for a long time. Not to say that there is any shame in that as almost one third of the world was under the control of GB at that point.

And no, you are wrong also, otherwise America would be a fascist state. He has to consult people and has advisers before he makes decisions like that. America is a democratic (capitalist) state. And don't even try and argue the USA isn't capitalist.

No, he doesn't have to consult anyone before deploying troops. In the War Powers Resolution of 1973, he was given the power to deploy troops for a maximum of 60 days without approval from anyone else; he merely has to notify Congress of it within 48 hours, but they can do nothing about it. Of course he would consult his advisors, but in the end he has the final say, no matter the opinion of anyone else. Even so, this in no way means that the US government is a dicatorship/fascist state, as there are many other checks to the president's power.

(Just for future reference, capitalism has absolutely nothing to do with the fact that the US is a democratic republic. Capitalism refers to an economic system based upon private ownership of capital goods, whereas democracy is a political system.)
