-Level 1 S.P.E.C.I.A.L's set all at 9 Skills all set to 100 no missions done
-All Items/Weapons/Outfits/Meds/Etc....
-All Weapons/Mods/100,000+ ammo
-All Armor/Clothing

In the param.SFO when you change the ownership to your ID that's how you do it, but It won't work because of the software security in OFW's. It just won't let you change it.

No because after I finish modding it I save it after and it won't be your save no more.

You can just plug in your usb with the save , overwrite your save and play , the save works on OFW also , the down side is you will not earn any trophies , because the game will detect the save is not yours ...
