I managed to play it for a brief period before they updated to double exp. Now i can't play it. This completely rules out it being anything on my end whatsoever in my opinion.
I actually rung them up today, and the person i spoke to said he had been getting calls all day about this problem, and that he agreed it was a problem on their end and not the user's end.
Also, if you look through the activision support tweets there was one where they said they were "urgently trying to fix the problem", so i can surmise that anything tweeted by david vonderhaar about this issue is his pompous opinion and not representative of what is actually going on behind the scenes by the people that are actually employed to fix such problems (not sit on their fat arse tweeting about how amazing he is at creating a game with a 2% bad spawn rate - in the 6 hours i managed to play online it seemed more like 25% anyway)

I don't know enough about networking to guess.
Quite a complex issue alot of players with alot of different ISPs and setups.
