I agree less killstreaks would be good, and it would dramatically cut down on campers. However, killstreaks are in the game to add that bit of excitement and an edge to the game. I think more killstreaks the better, but make them not to over powered, and make it so there is no choppers/ac130 ect.
There killstreaks need to be more managed. Because a killstreak affects the whole game! Black Ops is a complete fail because noobs can get a GUNSHIP within 2 rounds of SnD and earn enough CP to unlock it. Then the camping begins!

A Killstreak should be unlock by a Challenge, which makes it more harder to complete.
E.G.
Back Stab 5 enemies within 55 seconds - Unlocks UAV (No Teams Allowed)
Kill 3 Enemys by shooting a Claymore behind a wall - Unlocks Carpackages (No Teams Allowed)
Get 4 Heads in a row with an MP5 in 10 seconds - Unlocks Death Streak (No Teams Allowed)
(No Teams Allowed - Avoids Cheaters)
This gives the advanatge of people using there Gun alot more, it gives people the "feel" of each gun, and makes them more insterested into battle, instead of camping in the corner. It also shows how good you are by how well you complete challenges in battle.
