In a way this is good because there will be way more server space, which will probly improve game play performance online.
Also if the game gets hacked, people cant make 30 diffrent accounts and ruine the online leaderboards. In some ways this is a good thing, but it can also be bad.
You shouldn't need to buy a new code just to play it on a different account. I'd bet good money on it being just like any other PSN activator and as a result, it will follow the same rules as other PSN stuff meaning usable on 5 different consoles with that account.
I doubt it will do any good though. Someone will end up finding a way to copy the downloaded file off their PS3, share it, and everyone with CFW will still be able to get online with a pirate copy. In the end, they'll only be lining their own pockets when people who have bought preowned games end up having to pay to get online. It still isn't good though, because their claim of free online gaming isn't really going to be as appealing with "so long as you've bought games full price" tagged onto the end.
In the end, it's only going to hurt people who play preowned because who wants to pay full price for what has been a very disappointing generation for games.
