This September, Sony will launch a new program called ‘PSN Pass’–available only, “in countries that have PlayStation Store”. Games that come with PSN Pass will include a registration code that is good for one-time use to enable online play. The first game to make use of PSN Pass program appears to be Resistance 3 (see image above, from Konsolentreff). Obviously, you will have to purchase a new PSN Pass registration code for used games that carries the PSN Pass emblem. Gaming site IGN contacted SCEA for clarification and this is the response:

We are always evaluating new programs for our online offering, and starting with Resistance 3 this September, we will be instituting a network pass program for PS3 games with online capabilities.
This program will be game-specific. Games that are a part of this program will include a single-use registration code that grants the account holder redeeming the code full online access for that title.

This is an important initiative as it allows us to accelerate our commitment to enhancing premium online services across our first party game portfolio.

OP failed. They're doing this to curb second-hand games, not piracy.

EA already do the same thing.

Although I doubt they'd go for it, this is a superb opportunity for Microsoft to insist on absolutely no passes of any nature from any devs, then mass-market the XBOX with that point in it's favor. That would completely f*ck over Sony.

Codemasters did it with Dirt 3, no idea if they have with other games. Warner Brothers are doing it too as well as a few of their recent games have used it (with one, Fear 3 being criticised for it) so I'd expect their future games (like Arkham City) to use it as well.

However, MS can't insist on anything because EA include online passes with the 360 version of games as well. In fact, the PS3 online pass could (I'm not too sure) be better of the two because a lot of 360 content is restricted. While PS3 content can be accessed by all accounts, 360 accounts are often excluded from accessing material premium content downloaded on another, so it's possible MS actually requires multiple online passes like it requires multiple XBL subscriptions.

Actually, they can insist because the games are being developed and sold for their system. If they don't want something there, it doesn't have to be. They could easily just make an ultimatum w/ all the publishers; give up the online passes for the XBOX, or quit developing for our platform. It's a risky thing to do on Microsoft's part, however if they succeeded w/ that ultimatum they'd gain a huge share of PS3 gamers. Also, I doubt many publishers would oppose such a move by Microsoft, just because the profit they make from the XBOX platform alone is astonishing, and it's required to keep them making a profit.

Damn, Does This Mean We Have To Pay For Online or Does This Mean The Game Comes With A Registration Code So We Can Play Online??

I have a PC. It has an i5 760 quad core processor, 4 gigs of RAM, and a Radeon HD 6870 GPU. I play a lot of games on it because there are cool modded lobbies and fun games but i prefer console gaming because in my opinion it is more social and i love playing splitscreen games with my friends
